Objective

Review the complete portfolio, test existing priorities, normalize the queue as a knowledge graph, and advance the highest-value dependency.

Starting state

Five queue rows, one proposed mission, one partial REP, six evidence items, two hypotheses, and one candidate theory. Queue entries lacked stable IDs, maturity, relationships, confidence, exit evidence, and review triggers.

Actions taken

Inspected all queue, mission, registry, current-state, risk, and pilot-plan artifacts. Decomposed the program into twelve stable research questions. Scored decision leverage, uncertainty reduction, dependency unlock, feasibility, and risk reduction. Created a graph roadmap, stage gates, review cadence, and a preliminary purpose-to-outcome matrix.

Observations

The former priority order placed task selection before its measurement and constraint dependencies. Outcome validity has greater immediate dependency leverage than discipline-boundary research. AI strategy selection is premature until context fields, effects, and safety boundaries are validated.

Evidence collected

No new external evidence. This cycle synthesized repository evidence EV-COMM-2026-0001 through 0006 and observed portfolio structure.

Hypotheses considered

• A checklist queue is sufficient. Rejected for this portfolio because it cannot reconstruct dependencies or maturation.
• The procedural experiment can begin after choosing a task. Weakened: measurement and constraint gates must also be met.
• Outcome-measure research is secondary to task selection. Rejected for current sequencing because it unlocks candidate comparison and experiment validity.

Attempts to falsify

Considered immediate database/schema automation. Rejected because two cycles of manual use can test whether the richer representation earns its maintenance cost. The roadmap explicitly schedules this falsification.

Decisions and rationale

Accepted DF-COMM-2026-0001. Advanced RQ-COMM-003 to Background Research based on the existing standards, trial, and systematic-review evidence. Kept MS-COMM-2026-0001 proposed and added explicit dependency gates.

Failures and dead ends

No user/stakeholder evidence was available, so RQ-COMM-001 could not advance. No empirical validity review was completed for the preliminary measure matrix.

Confidence changes

Confidence in the original ordinal priority list decreased. Confidence that measurement work must precede experiment activation increased to High as a portfolio sequencing judgment.
